[EQ] WHO Member States approve reform decision - emphasized the need to include health determinants and equity in the next Programme of Work

Geneva, 25 May 2012 – WHO Member States today approved the decision on organizational reform. They welcomed programmatic reforms and emphasized the need to include health determinants and equity in the next Programme of Work and Proposed Programme Budget.

Among other things, they agreed to adopt a global target of a 25% reduction in premature mortality from noncommunicable diseases

 

-- Delegates to the World Health Assembly discussed proposals for reforming WHO in three areas: programmes and priority setting, governance, and management.

They expressed broad support for the reform agenda and the five categories of work: communicable diseases, noncommunicable diseases, health through the life-course, health systems, and preparedness, surveillance and response.

It was agreed to emphasize social determinants of health in the next General Programme of Work and Proposed Programme Budget.

“…. In an era when health resources are increasingly constrained, international organisations are transitioning from directly managing health services to providing technical assistance (TA) to in-country owners of public health programmes.

We define technical assistance TA as: ‘A dynamic, capacity-building process for designing or improving the quality, effectiveness, and efficiency of specific programmes, research, services, products, or systems’. TA can build sustainable capacities, strengthen health systems and support country ownership.

However, our assessment of published evaluations found limited evidence for its effectiveness. We summarise socio-behavioural theories relevant to technical assistance TA, review published evaluations and describe skills required for TA providers. We explore challenges to providing TA including cost effectiveness, knowledge management and sustaining TA systems.

Lastly, we outline recommendations for structuring global TA systems. Considering its important role in global health, more rigorous evaluations of TA efforts should be given high priority.

“………The process of participation and community empowerment. Health Promotion, starting with the analysis of social determinants, plays a key role in fulfilling the agreements reached at the Global Conference on Sustainable Development. Healthy settings determine the formation of healthy habits and environmental stewardship, not only at the individual level but also collectively. Furthermore, the development of public policies that transcend governmental administrations is key to the sustainability of decisions aimed at strengthening national public health actions.

 The Rio +20 Conference provides an opportunity to assess the relationship between health and sustainable development. Supported by a more holistic perception of health in all sectors, this seminar will introduce discussion on the role of promoting social determinants-based health care within the framework of sustainable development.

The proposal is to explore the intersection between the Rio +20 Conference and the Eighth Global Conference on Health Promotion, for the purpose of securing political commitment to sustainable development that gives individuals and communities greater influence over decisions that affect their lives and environment in order to improve their health.

For this reason, we have invited Professor Pekka Puska, considered the Father of Health Promotion, and currently Director General of the National Institute of Health and Welfare of Finland (THL) and Chairman of the Scientific Committee in charge of preparing the World Conference on Health Promotion in Helsinki, set for June 2013, to share with us the core themes of the Global Conference and the concept of Health in [for?] All policies.

 We have also invited Professor Dr. Ilona Kickbusch, Director of the Global Health Program, Graduate Institute of International Studies and Development (IHEID), Chairman of Global Health Europe, and a member of the scientific committee of the Global Conference on Health Promotion.
